A BPA is part of the simplified procurement procedures because it facilitates the award of repetitive contracts below the simplified procurement threshold (Sat). Buyers prepare THE GAP without a purchase requisition and only after contacting the suppliers to make the necessary arrangements for: (A) Provides a request that includes a description of the supplies or services to be delivered and the basis for the selection.
