A BPA is part of the simplified procurement procedures because it facilitates the award of repetitive contracts below the simplified procurement threshold (Sat). (i) the schedule contract on the basis of which the BPA was concluded is still in force; (2) In addition to the price (see 8 404(d) and 8.405-4), the order activity may take into account, but is not limited to, the following when determining the best value for money: (iii) the procedures for requesting a quote. The order activity must provide a request that includes the service description and evaluation criteria (e.B. past experience and performance) to plan contractors to provide services that meet the needs of the organization. The application can be sent to GSA`s electronic tendering system, e-Buy (see 8.402(d)). (ii) a description of the supply or service purchased; (iv) When determining the number of multiple EPS to be implemented or whether a single BPA is appropriate, the Contractor shall consider the following factors and document the decision in the takeover plan or EPS file: Once an EPS is in place, buyers will always need to seek competition for purchases over $2,500. Buyers can meet this requirement by contacting at least three suppliers for quotes. Ideal BPA Suppliers Suppliers who are ideal for purchasing BPA are those who have: The following circumstances are in which contract professionals can determine BPA: (A) The order activity must offer a fair chance to any HOLDER of BPA that has been awarded multiple times to be considered for any order that exceeds the micro-purchase threshold but does not exceed the simplified acquisition threshold, unless one of the exceptions in paragraph 8 405-6(a)(1)(i) applies. The purpose of an EPS is to reduce the administrative costs of making small purchases by eliminating the need to draft a separate contract each time. If the government knows it will buy the same service or coin multiple times, it is easier to issue an EPS than to draft a new contract each time. The establishment of BPS agreements may be concluded by: (1) more than one supplier of supplies or services of the same type in order to ensure the most practicable competition; (2) a single enterprise from which a large number of individual purchases are likely to be made during a given period, with or below the simplified acquisition threshold; or (3) GSA Federal Supply Schedule Contractor (more information on this in a future article in the IT series).

Buyers prepare THE GAP without a purchase requisition and only after contacting the suppliers to make the necessary arrangements for: (A) Provides a request that includes a description of the supplies or services to be delivered and the basis for the selection. (ii) Orders that exceed the micro-purchase threshold but do not exceed the simplified registration threshold. If a federal contracting officer decides that issuing an EPS is a good idea, they should proceed as follows: (i) orders at or below the micro-purchase threshold. The order activity may place orders within or below the micro-purchase threshold with any BPA holder who may meet the agency`s requirements. The ordering activity should try to distribute these orders among BPA holders. . BPA offers a great option for federal agencies and scheduling contractors, offering convenience, efficiency, and reduced costs. The terms and conditions are included in the contracts in the GSA Annex and cannot be renegotiated for THE GSA Annex EPS. Therefore, EPS as a call option eliminates contractual and open market costs such as sourcing, the need to prepare requests, and the requirement to summarize the acquisition.

BPA also: (2) A BPA with a single allocation cannot exceed one year. He can have up to four one-year options. See paragraph (e) of this section for requirements for the exercise of options. (vii) environmental and energy efficiency considerations. (i) Statements of Work (TSEs). The order activity must create a service description. All service descriptions contain a description of the work to be performed; workplace; implementation period; schedule available; applicable performance standards; and specific requirements (p.B. security checks, travel and special knowledge). To the extent possible, the Agency`s requirements should be performance-based statements (see subsection 37.6). (B) (1) Publish the application on e-Buy in order to give all intended contractors who offer the necessary supplies or services under the relevant multiple procurement plans the opportunity to submit a bid; or (1) Ordering activities may be set up by BPA under any schedule contract to meet repetitive delivery or service needs. Ordering activities must establish BPA with the contractor(s) in the schedule who can provide the delivery or service that represents the best value for money.

(5) In the case of the determination of BZA with multiple awards, the procedures for the award of contracts under the BZA in accordance with Article 8.405-3 letter c point 2 shall be determined in the ordering activity. (1) Multiple GNI should not normally exceed five years, but may do so to meet the requirements of the programme. (2) the services whose prices are fixed in the BPA for certain tasks to be performed; (C) Customer shall document the circumstances in which it limits consideration to unless all multiple BPA holders offering the necessary supplies and services. Federal Procurement Regulations (FAR) 13.303 for BPA: (2) Make the application available to as many forward contractors as possible, in accordance with a market study appropriate to the circumstances, to adequately ensure that tenders are received from at least three contractors who can meet the requirements. If fewer than three tenders are received from intended contractors who are able to meet the requirements, the procuring entity shall draw up a written declaration stating that, despite reasonable efforts, no additional contractor could be identified that could meet the requirements. The decision must clearly indicate the efforts made to secure bids from at least three planned contractors. (2) Document the circumstances in which consideration is limited to fewer than three contractors in the Schedule based on one of the reasons set out in paragraphs 8.405-6(a). (iv) the necessary justification for a limited source of BPA (see 8.405-6); B) BPA only provides for fixed price orders for – (1) for supplies and services for which no specifications are required. The procedures of this paragraph shall apply when establishing a BPA for the supplies and services listed in the ancillary contract, at a fixed price for the performance of a specific task which does not require specifications (e.B. installation, maintenance and repair). (6) The establishment of a multi-agency BPA under a contract under the Federal Supply Schedule is permitted if the multi-agency BPA identifies the participating organizations and their estimated needs at the time the BPA is prepared.

D) It is necessary in the public interest to allocate BPA to a single source in exceptional circumstances. (B) The ordering activity must establish the BPA with the contractor(s) in the schedule who can provide the best value for money. (4) The BZA deals with the frequency of the order, invoicing, discounts, requirements (e.B. estimated quantities, work to be carried out), places and delivery times. In accordance with the Federal Procurement Regulations (FAR) 8.405-3; Multiple BPA should generally not exceed five years, but may do so to meet program requirements. (2) A BPA with a single reward may not exceed one year. It can have up to four one-year options A master purchase agreement (BPA) is a simplified method to meet the expected repetitive needs of supplies or services by establishing „fee accounts“ with qualified contractors. BpAs must be set up for use by an organization responsible for providing supplies for their own operations or for other offices, facilities, projects or functions.

The use of BPA does not relieve an organization of the responsibility to maintain obligations and expenditures in available funds and to carry them out in accordance with the Federal Procurement Regulations (FAR) 8.405-3. (ii) where the estimated value of the EPS exceeds the simplified acquisition threshold. Customer: (2) For services that require a service description. This applies to the implementation of a BPA that requires services at hourly rates, as provided for in the schedule contract. The applicable services are specified in the Publications of the Federal Supply Schedule and in the Contractor`s price lists. (B) The order activity must document the evidence of compliance with these procedures and the basis for the award decision. (iii) The requirement for a provision for ABIT with a single allocation of more than $100 million applies in addition to all applicable requirements for justification from sources limited to 8,405-6. However, both documents can be combined into a single document. (vii) where applicable, proof of compliance with point (b) of this Section for THE BTAs awarded by the assistance; and (1) Consider reasonably available information about the offer or service offered under the MAS Contracts by interviewing at least three term contractors about the GSA benefit! Online procurement service, by consulting the catalogues or price lists of at least three planned contractors or by soliciting offers from at least three planned contractors (see 8.405-5); or (3) take due account of all responses received and award the prize in accordance with the selection procedures. . (1) Single price BPA. If the order activity sets a BPA with a single price, authorized users can place the order directly under the specified BPA if the need for delivery or service arises. .
